The People’s Liberation Army and China’s Smart Power Quandary in Southeast Asia

Abstract

China has a strong interest in pursuing a smart power strategy towards Southeast Asia and has worked laboriously to engage with regional countries economically, socially, and politically. But China has been only partially successful in achieving its goals in the region. This paper argues that China’s security policy towards Southeast Asia significantly contradicts many other objectives that Beijing wishes to accomplish. Given the deep-seated, narrowly-defined national interests of the Chinese military in the South China Sea disputes, it is likely that the People’s Liberation Army (PLA) will continue to pose the main obstacle to the effective implementation of a Chinese smart strategy in Southeast Asia.     

I Will Follow: Smart Power and the Management of Wartime Alliances

Abstract

This paper employs the concept of smart power to construct an analytical framework for assessing wartime alliance management. It makes two arguments. First, wartime sources of soft power differ from those obtaining during peacetime. Second, the coerciveness with which an alliance leader wields hard power towards actual or prospective allies should vary inversely with the amount of soft power it possesses. The smart power framework illuminates three types of alliance management failure. The paper’s key contentions are illustrated with examples furnished from the record of US alliance leadership since World War II.

武器装备维修是武器装备维修保障的重要内容,加强装备维修绩效评价,建立科学规范的绩效评价指标体系,对深入推进装备维修工作健康发展将发挥积极作用。以平衡计分卡为研究手段,运用"5M1E"分析法,从一个内核和四个维度出发,分析武器装备维修绩效评价的影响因素,据此建立评价指标体系,并应用于装备维修管理实践,为有效提高装备维修保障效益提供有益借鉴。     

Smart Power and Military Force: An Introduction

Abstract

Smart power is comprised of two elements: the quest for building society among states and between states and non-state actors; as well as the desire for cleaner forms of power projection. This special issue explores how states continue to fumble over achieving the optimum mix of hard and soft power across several country cases and themed articles. This set of contributions suggests that smart power is not unlike a ‘Swiss Army Knife’ analogy: multifunctional and challenging to choose the right combination of ideational and material tools.     

Rhetoric versus reality: Canadian defence planning in a time of austerity

As Canada's military mission in Afghanistan winds down and the country faces several years of fiscal austerity, all of Canada's major political parties are agreed that Canadian defence budgets must stay level or be cut. This comes at a time when the defence department is slated to replace the Canadian Forces’ (CF) major equipment fleets. Canada's defence establishment thus faces some critical decisions. One option is to try to maintain its expeditionary capabilities across all three services: army, navy and air force. Absent substantial new infusions of funds, however, this approach is likely to lead to an overall and largely chaotic reduction of capabilities. Another option is to make some difficult choices as to which expeditionary capabilities to maintain as part of a strategic review of Canada's future military needs. Such an option would ensure that Canada has at least some military capacities which can reliably be devoted to the most demanding international operations, while maintaining those capabilities required for domestic duties and North American defence. Pursuing this option would accord with the new North Atlantic Treaty Organization Strategic Concept and the call for “Smart Defense” within the Alliance. This article assesses the arguments for and against the option of specialising Canada's future defence capabilities and explores scenarios as to what a future CF may look like.

Smart Power and Japan’s Self-Defense Forces

Abstract

From Iraq to the Gulf of Aden and the South Pacific, this paper evaluates how far theoretical ideas about smart power manifest in operational missions of the Japan Self-Defense Forces (JSDF). To function within a ‘smart’ power context, this paper suggests that JSDF operates in ‘assisting’ mode, rather than the ‘threatening’ behavior of ‘hard’ power. JSDF also deployed alongside other Japanese ‘soft’ power tools – diplomatic, cultural, developmental, and NGOs, using tailored programs for different cultural and geographical contexts. Given constitutional constraints and public sensitivity towards coercive force, JSDF missions could be integrated more into a ‘whole-of-government’ approach advancing foreign policy goals through ‘smart power’.
